Doctrine of Vigilance
The cornerstone doctrine of the Federation of Independent Space Travelers is readiness. Regardless of the galactic situation, all captains should be able to return hails in a timely manner, conduct themselves in negotiations, and be prepared to defend their vessels against others of similar age or power ranking.

It is understood that situations can temporarily leave a ship vulnerable and starting players may need to take some risks. That doesn't excuse established players from combat readiness in their daily operations. FIST members, depending on the situation and their preferences, may exact fines for unpreparedness, offer assistance, or combine a penalty with some offer. All players owe it to themselves and each other to be sure that they receive anon mail properly and that they go to the Holiday Planet if they will not be able to respond to e-mail.

FIST does not publish its list of enemies. If you have attacked a FIST vessel without provocation, had a previous altercation with a FIST member, stolen the homeworld influence of any FIST member, attacked the colonial influence of any FIST member qualified to be a presidential candidate, traced or published tracking information on any FIST member, then it would behoove you to clarify the intentions of any FIST member you happen to meet.

Additionally, several FIST members have "declared hostile." It is the responsibility of each captain to make themselves aware of the reputation and attitude of the ship they are meeting each turn. When in doubt, communicate.
